Property Purchase Costs Calculator for Bulgaria

Notary fee, VAT, local tax and registration – in euro, under the current tariffs.

Short answer

How much are the fees and taxes when buying property in Bulgaria?

On top of the price, the buyer usually pays three costs: a notary fee on a sliding scale (capped at €3,067.75 excluding VAT), a local acquisition tax of 0.1% to 3% depending on the municipality (3% in Sofia) and a 0.1% registration fee. All three are calculated on the higher of the agreed price and the tax assessment value. For a €150,000 apartment in Sofia, the total is about €5,335.

The calculator gives an indicative amount under the Tariff of Notary Fees, the Local Taxes and Fees Act (ЗМДТ) and the Tariff of Fees of the Registry Agency. It does not include certificate fees, estate agent commission, legal fees or mortgage costs. The exact amounts are set by the notary and the municipality.

How are the costs calculated?

All three costs are calculated on the same monetary interest – the higher of the contract price and the tax assessment value of the property. The tax assessment value is issued by the municipality and is usually lower than the market price.

  • The notary fee is proportional: the percentage falls as the price rises, and the fee cannot exceed €3,067.75 (BGN 6,000). 20% VAT is added when the notary is VAT-registered.
  • The local tax on acquisition is set by the municipal council at between 0.1% and 3% (Art. 47(2) of the Local Taxes and Fees Act). It is paid by the buyer unless the parties agree otherwise.
  • The fee for registration in the Property Register is 0.1% of the monetary interest, but not less than €5.11 (BGN 10).

What is not included?

The calculator does not include fees for the cadastral sketch, the tax assessment certificate and other certificates, the estate agent's commission, legal fees for due diligence and contracts, or mortgage costs (valuation, bank fees, notary fee for the mortgage).

Frequently asked questions

Who pays the notary fees – the buyer or the seller?

By law, the notary fee is owed by whoever requested the notarial act, and the local tax by the buyer. In practice the buyer usually pays all costs, but the parties can agree otherwise in the preliminary contract.

Why are the fees calculated on the tax assessment value rather than the price?

The fees are calculated on the higher of the two values. If the price is higher than the tax assessment value (the most common case), they are calculated on the price. If the contract states a price below the tax assessment value, they are calculated on the tax assessment value.

How much is the local tax in Sofia?

Sofia Municipality applies a rate of 3%. In other municipalities the rate is between 0.1% and 3% and can be checked in the ordinance of the relevant municipal council. You can enter the rate manually in the calculator.

Is there a maximum notary fee?

Yes. The proportional notary fee for transferring a property cannot exceed €3,067.75 (BGN 6,000) excluding VAT, regardless of the property price.

Is tax payable when buying a new-build home from a developer?

The local tax on acquisition is also payable when buying from a developer. If the seller is VAT-registered, the price of a new home usually already includes VAT, but this does not remove the notary fee, the local tax or the registration fee.

If you live abroad or are not a Bulgarian citizen

Many of our clients buy property in Bulgaria while living abroad. The costs are the same, but there are a few practical differences.

Can I buy property in Bulgaria without travelling there?

Yes. A representative, usually a lawyer, can sign the preliminary contract and the notary deed on your behalf. You need a specific power of attorney with notarised signature and content. If you sign it at a Bulgarian consulate, no apostille or translation is needed; if you sign it before a local notary, you need an apostille (or legalisation) and a translation into Bulgarian.

Can foreigners buy property in Bulgaria?

Any foreigner can buy an apartment or another building. The restrictions concern land: EU and EEA citizens can acquire land, while citizens of non-EU countries (including the UK after Brexit) as a rule cannot acquire it directly. For a house with a plot, they most often buy through a Bulgarian company.

Do UK, US or other non-EU buyers pay higher fees or taxes?

No. The notary fee, the local tax on acquisition and the registration fee are the same for Bulgarian citizens, EU citizens and buyers from the UK, the USA or elsewhere. What differs for non-EU citizens is whether they can own land directly, and the formalities for a power of attorney signed abroad.

Are there extra costs if I don't speak Bulgarian?

If you do not speak Bulgarian, the notary requires an interpreter to translate the deed at signing. The interpreter's fee and, for a power of attorney from abroad, the cost of the apostille and translation are paid separately from the amounts in the calculator.

How do I pay the price from abroad?

Payments over €5,112.92 (BGN 10,000) in the transaction must be made by bank transfer only – to the notary's special account or to a bank account. A Bulgarian bank account is not required: the price can be transferred from abroad. The notary will ask for a declaration on the origin of the funds where the law requires it.

Do I need a Bulgarian identification number?

It depends on the case. A foreigner usually obtains an identification number from the National Revenue Agency (НАП) for tax returns, and after the purchase owes the annual property tax and the waste collection fee to the municipality. Check this in advance with your lawyer and the notary.
